Commissioning Leader: Waste and Public Space
We recognise that the public service landscape has changed fundamentally in recent years. Financial challenges and rising residents’ expectations mean that traditional delivery models are no longer viable. So we’re reimagining our organisation for the world we’re in. We’re creating a more agile and responsive council, with a sharper commercial focus, greater flexibility to innovate, and more autonomy for professionals.
It won’t happen overnight, but the next 2-3 years will see us move to a ‘Commissioning Hub’ model, equipping us with the right structure and data to make informed and sustainable decisions on the best way to secure positive outcomes for our residents. In turn, this creates opportunities for people who want to be at the forefront of this change, and who are excited by the prospect of doing things differently.
Leading on the commissioning of waste and recycling services, and reporting to Director of Community Sustainability, this role will lead on our complex and high value waste and recycling services, working closely in partnership with our partner boroughs in the East London Waste Authority (ELWA). Alongside waste and recycling, the postholder will also be commissioning lead for our Public Space services which include the following:
- Street Markets
- Grounds maintenance
- Street cleansing and estate management
This is a high profile and diverse service area, with considerable public and political interest and scrutiny. A range of key services are undergoing options appraisals, so there will be considerable scope for this individual to influence future provision of these highly visible services in Newham.
It’s a role that demands highly developed communication skills and the ability to engage successfully at all levels, within the council, with partners, and with community representatives. It’s also essential that you can bring a commercial mindset to these high cost services, ensuring value for money is central to future provision models. It’s likely that you will bring specific experience and understanding of waste and recycling, and that you can apply this practical expertise in a commissioning environment.
