With 8,000 miles of road, The biggest highways network in the country. An incredible opportunity to really make your mark on the future of Devon.

About Devon

Here at Devon County Council we serve over 750,000 people, cover the third largest area of any authority in England and are the largest employer in Devon. Working with our partners, we aim to help people and communities take more control of their future.

We’re making some big changes at the moment to ensure that we are totally focussed on what matters most to the people of Devon; we have a strong record as a Council but we know that we cannot look to our laurels.

Now, we need enthusiastic, driven people who are ready to shape the future of the organisation and help us to achieve our ambitions. People who aren’t afraid to challenge the status quo in order to improve the way we do things. Join us and, together, we’ll improve life across Devon.

About the role

Devon has long been a strong performer in Highways, Waste and Infrastructure Delivery. As Chief Officer Highways, we’ll look to you to lead the maintenance and management of our highways network and its related assets. Not only will you directly commission services and monitor infrastructure projects, you’ll also develop and deliver our Waste Strategy and Policies – controlling costs, managing redundant landfill sites and motivating the general population to reduce waste.

Leading and overseeing the newly established highways maintenance contract, you’ll make sure we’re receiving a quality service, on time and on budget.

Focused and driven to make the most of the resources we have, you’ll develop policies and strategies to determine the future delivery models for services - always considering the impact on Devon’s communities and the people we serve.

We’re ready to change the way we do things and embrace the challenges that lie ahead. So you can be sure that your ideas, creativity and contribution will be encouraged and supported from day one.

Don’t miss this incredible opportunity to make a significant contribution to our highways network and help us provide a better quality of life for Devon’s residents.

About you

Coming with a solid background in infrastructure and asset management, you’ll also have significant experience in waste management.

A team player with a collaborative approach and creative energy, you won’t be afraid to challenge the status quo and do things differently to improve the way we work. Proven ability to lead and manage change in complex environments is key, as is the ability to communicate and negotiate at all levels – internally and externally.

A strong and caring leader, you’re able to develop, motivate and manage staff in a large multi-disciplinary organisation.

We’re looking for someone with breadth of vision. Someone who can work with others across the council and beyond towards a shared vision. And if you’ve got Chartered Engineer membership status, that’s even better.

Joining us as Head of Highways, you can look forward to a rewards and benefits package which reflects how valued you’ll be at Devon County Council.

On top of your competitive salary, you’ll enjoy a generous pension scheme, incredible professional development opportunities, an enviable work-life balance and lots more.
